A washed-out Guadalupe River appeared stuck in time nearly two weeks after the catastrophe. Large trees laid on their sides and remnants of debris lingered throughout what was left. Some residents of the area say it's unlike anything they've seen in the river before.

Texas officials and Hill Country leaders knew the risks of flooding along the Guadalupe. Warnings went unheeded, flood warnings, river gauges and sirens unfunded - and more than 130 Texans died.

Camp CAMP says they warnings were sent too late to make safety decisions. The camp sprung into action without Kerr County's help.
